When is an anchor point allowed?
Anchor points are personal protective equipment. Level 4 in the Dutch H&S Design Guide (V&G Ontwerpwijzer) Annex H. The law is clear about when this is permitted.

A single bonded anchor point costs €119 excl. VAT. In bundles the price per unit drops, down to €69 per unit in a bundle of 100. Large projects also receive an automatic volume discount on the order total.
Our anchor point requires no mechanical fastening, no screws, no penetration of the roof structure. This eliminates the risk of leakage and makes installation possible on existing roofs without structural modifications. Based on a fastening principle for roof safety equipment on membrane roofs, developed and formerly patented by CW Lundberg, as documented in Swedish patent SE 520 398.
On flat roofs with bitumen, PVC, FPO, ECB or EPDM roofing, without penetrating the roofing. The roofing must meet minimum requirements for tensile strength and tear strength, among others, be in good condition and be demonstrably connected to the roof structure. The exact requirements are listed per roofing type.
On bitumen the anchor plate is torch-bonded: the existing roofing is heated, a second bitumen membrane is applied over the perforated plate, and the plate is pressed down over its entire surface. On PVC and EPDM the installation follows installation procedure M-349. The roofing is never penetrated.

No. The V&G Ontwerpwijzer Annex H and the SBD Toolbox 2025 are unambiguous about this: fall-arrest provisions are only permitted after collective protection has demonstrably been shown to be technically impossible. Economic arguments are not valid grounds, not even for short-duration work.
