When are anchor points permitted?
Anchor points are only permitted once it has been demonstrably documented in writing that a permanent guardrail is technically not feasible on this roof. Only then do the 18 conditions below from Annex I of the V&G Ontwerpwijzer apply.

For bonded anchor points (adhesive on the roof covering): the EN 795 certification of the product plus a project-specific installation file (substrate type, roof covering condition, installation conditions) together form the required equivalent of a structural calculation. This file is missing in most installations - verify it when requesting one.
